Board of Managers

The Whittenberger Foundation is managed by a seven-member Board of Managers who serve without compensation. The original Board of Managers was appointed by Mrs. Ethel B Whittenberger in her will.

Successors are appointed by the existing Board.

The Board holds regular quarterly meetings and such special meetings as business requires. Review of grant applications is made during the fall of each year.

  • As a private foundation, the Whittenberger Foundation is subject to the Internal Revenue Code, the rules of regulations of the United States Internal Revenue Service relating to private foundations, and the statutes and regulations of the State of Idaho.
  • Annual reports of the activities of the Foundation are submitted to the Internal Revenue Service of the United States and to the Attorney General of the State of Idaho.
  • The Whittenberger Foundation grants financial support only and does not directly administer programs. The Board of Managers has sole discretion in the allocation of funds and the selection of grantees as set forth in Mrs. Whittenberger’s will.
Elaine

ELAINE CARPENTER – Board Vice Chair

Elaine is a 3rd generation Canyon County resident and has lived in Caldwell with her husband Bob since 1966. She is a retired business owner. Elaine has served on the boards of the Caldwell Chamber of Commerce, the Caldwell Public Library, the Boise District of the SBA, Caldwell Fine Arts, The Treasure Valley Family YMCA, and as a member of the Caldwell City Council. She worked with other Caldwell community members to bring the YMCA to Caldwell in 2005 and continues to serve the Treasure Valley Family YMCA in various capacities.

Elaine and Bob have two sons, three grandchildren and two great grandchildren.

Elaine has served on the Whittenberger Board of Managers since 2004.

Scott

SCOTT GIPSON

Scott Gipson is a native Idahoan born in Moscow and raised in Caldwell. He attended the University of Idaho obtaining his B.S in Political Science in 1990 and Juris Doctor in 1993. Scott began work with Caxton Printers Ltd. in 1993 and was named vice president and publisher of the Caxton book publishing division, Caxton Press in 1999. He was named President of The Caxton Printers in 2011.

Scott has served on the Board of Directors of Junior Achievement of Idaho, the Log Cabin Literary Center, The Caldwell Chamber of Commerce and Destination Caldwell. Scott also served for 8 years on the Board of Trustees for The College of Idaho. Scott currently serves as the Past President of the national Board of Directors for the University of Idaho Vandal Scholarship Fund, the Board of Directors of the Treasure Valley YMCA, and on the Board of Managers for the Caldwell Rodeo Foundation. He and his wife Dawn Duncan Gipson have two children, Zachary and Samantha.

Scott has served with the Foundation Board of Managers since January 2004.

Mike

MIKE GROFF – Board Secretary

Mike Groff is a Certified Public Accountant and recently retired as a partner in the accounting firm of Ripley Doorn and Company, P.L.L.C. He has lived in Caldwell since his graduation from the University of Idaho in 1982.

Over the last 25 years Mike has been active in numerous civic organizations in Caldwell and the Treasure Valley and has enjoyed coaching youth soccer, baseball, football, basketball and track. Most recently he was a member of the steering committee to bring the Treasure Valley Family YMCA to Caldwell, and he continues to be an active supporter of the Y through advisory boards and the Annual Campaign.

Mike has served on the Board of Managers since 2008.

Pat

PAT MILLER

Pat Miller was born in Caldwell and graduated from Caldwell High School in 1977. He graduated from the University of Idaho with a degree in economics in 1981 and from the University of Idaho law school in 1984. After graduation, Pat clerked in the U.S. District Court of Idaho for two years and then joined the law firm of Givens Pursley and was named as a partner in 1990. Pat currently serves as a District Judge in Ada County.

Pat’s wife Chris is a native of Fruitland, Idaho and is an art teacher at St. Joe’s School in Boise. Pat and Chris have two daughters in college. Pat previously served on the Board of Trustees for the Boise Schools Educational Foundation and is a member of Rotary International and the Treasure Valley Family YMCA.

Pat has served on the Board since 2016.

Laura

LAURA MOYLAN – Board Treasurer

Laura Moylan was born and raised in Caldwell. She has a B.A. in Elementary Education from Westminster College of Salt Lake City, M.Ed in Educational Administration from the University of Idaho and a Doctorate of Education from Boise State University.

She has worked as an elementary school teacher and instructional coach in both the public and private school settings, served as the principal of Van Buren Elementary School in Caldwell and as the Director of Federal Programs, Curriculum and Assessment in Homedale School District. As part of a research team at Boise State University she studied effective instructional strategies for students with learning disabilities and then served as the Director of Services at the Lee Pesky Learning Center. She actively supports her community through volunteer work with the Learning Lab, Boise State University COED and IWCF.

Laura lives in Boise with her husband Brent and dog Winston. Laura and Brent have one daughter, Sophie who has recently graduated from college.

Laura was appointed to the Whittenberger Board of Managers in July 2012.

Rosandick

TIM ROSANDICK – Board Chair

Tim Rosandick is a lifelong resident of Caldwell, Idaho. He is a retired K-12 educator and administrator. Shortly after retirement he served as Dean of the Caldwell campus of Treasure Valley Community College. He currently is Executive Director of the Idaho School District Council.

Along with his wife of 44 years, Gini (Gabbard), Tim has three adult children and two grandchildren.

Tim joined the Board in 2018.

Estella

ESTELLA O. ZAMORA

Estella Ozuna Zamora, is a longtime resident of Caldwell and retired Canyon County Interpreter Coordinator for the Courts. She has served on numerous Boards, commissions, local, state, and Regional Boards. She currently serves on the Idaho Human Rights Commission, Caldwell Housing Authority, Wassmuth Center for Human Rights, and Idaho Tejano Community Organization.

Estella and her husband Romero have two children, five grandchildren and three great grandchildren. She is retired, loving and enjoying every moment with her Grands and Greats!

Estella has served with the Foundation Board of Managers since February 2000.

Joe

Dean J. Miller (Emeritus)

Dean (Joe) Miller was appointed to the Board in 1984. An attorney, Mr. Miller is a Caldwell native and practiced law in Caldwell from 1976 to 1986. He then served as a member of the Idaho Public Utilities Commission until 1994. Dean retired from law practice in 2016. He is a graduate of the University of Santa Clara and the University of Idaho College of Law.

Joe retired from the Board of Managers in 2016.

Corky


Coralie Weston (Emeritus)

Coralie was appointed to the Whittenberger Foundation Board of Managers in February 2000. Corky is a native Idahoan, raised in Boise and graduating from the University of Idaho. Coralie has been a community leader in Thursday Musicale, AAUW, Hospital Auxiliary, Boise Master Chorale and as state president of the P.E.O. Sisterhood. She has volunteered with the YMCA and Red Cross, and served ten years on the Caldwell Library Board.

With two partners, Coralie owned and operated The Cloth Merchants, a retail fabric store until 1988. She was office manager for Drs. Langley and Lloyd until her retirement in 2003.

Coralie retired from the Board of Managers in 2018.
